Leghari, ADB Delegation Discuss Energy Reforms, Privatization and Green Financing

ISLAMABAD: Federal Minister for Energy Sardar Awais Ahmad Khan Leghari held talks with an Asian Development Bank (ADB) delegation led by Director of Energy Joonho Hwang on Thursday, focusing on reforms, privatization, and clean energy initiatives in Pakistan’s power sector.

The minister said the government has prioritized structural reforms, including the privatization of three Distribution Companies (DISCOs) in the first phase under the Public-Private Partnership (PPP) model. He acknowledged ADB’s longstanding support in promoting PPP frameworks and integrated energy planning, adding that both technical assistance and investment will be critical in the coming months.

Highlighting Pakistan’s shift toward sustainability, Mr. Leghari noted that the country has already shut down 2,800MW of fossil fuel plants ahead of schedule, introduced a new tariff for electric vehicles, and is seeking international cooperation to modernize the grid and improve metering systems. He stressed that access to green financing and carbon credits will be vital to support this transition.

Joonho Hwang reaffirmed ADB’s commitment, announcing $130 million in approved financing for Pakistan’s energy sector, including an immediate $30 million disbursement. He said the Bank would engage from the early stages of projects to maximize impact and pledged support for privatization, the creation of a carbon market, renewable energy expansion, and modernization of transmission and distribution infrastructure.

Mr. Hwang commended the government’s efforts to advance green financing, noting that Pakistan’s proactive approach positions it to benefit from international climate-focused investments.
